Project Overview

In large-scale government operations like elections, transport logistics can be the difference between a smooth polling day and operational chaos. Polling agents travel to assigned booths, often over long distances and into areas where landmarks are unreliable and mobile coverage is thin. Getting every agent to the right place at the right time is a coordination problem that has traditionally been solved with phone calls, printed lists and a great deal of improvisation.

The Election Commission of India’s Guwahati operation partnered with COMPLIT to build a real-time vehicle tracking portal designed specifically for election-day transport.

Agents can view the live location of their designated vehicle, access contact details for the driver and co-passengers, and receive updates through a simple web interface. The objective was straightforward: ensure every agent reaches their destination safely and on time, including in remote areas.

The project was not only about tracking vehicles. It was about building a reliable communication channel between logistics coordinators and agents on the ground, at the one moment in the electoral calendar when that channel matters most.


Key Features

  • Real-time vehicle tracking
    Polling agents view the live location of their assigned vehicle on an interactive map. This removes the guesswork of identifying the right vehicle in a crowded assembly point, and the uncertainty of not knowing whether transport is five minutes away or delayed.
  • Driver and co-passenger coordination
    The system lists contact details for the driver and fellow passengers, so agents can communicate directly in the case of delays or confusion about a pickup point — improving both coordination and safety.
  • Field-optimised interface
    The interface was built for fast loading and usability in low-connectivity rural areas, where agents may be using older smartphones on unstable networks. On election day there is no opportunity to troubleshoot a device or wait for a heavy page to load.
  • Administrative monitoring dashboard
    Election officials see the status of every vehicle in the operation, allowing them to track departures, identify delays as they develop, and reassign agents when something goes wrong.

Designing for Election Day

Election-day software has an unusual constraint: it either works on one specific day or it has failed entirely. There is no gradual rollout, no opportunity to patch and retry next week, and no acceptable degraded mode. The system faces its entire meaningful load within a single window, under conditions nobody controls.

That shaped the engineering. Simplicity was a requirement rather than a preference — every feature that could fail on a weak connection was a feature that could strand an agent. The interface had to be usable by someone who had never seen it before, on their own phone, without training, while standing outside.

It is also the reason the portal does one thing well rather than several things adequately. An agent who needs to find their vehicle needs exactly that, immediately, and nothing else on the screen.

The “Locate My Bus” feature became a simple but powerful addition to the election process, making transport smoother and safer for everyone involved.
